Dawn Levy O'Donnell
Dawn Levy O'Donnell brings a wealth of high-level experience in tax policy, including tax credits, excise taxes, corporate tax, and energy tax to D Squared Tax Strategies. She is known throughout Washington for her ability to strategize and her solid understanding of Senate and House procedures. With the ideal balance of legislative experience and technical expertise, Dawn consistently focuses on delivering results for clients.
A product of the Senate Finance Committee, as Tax Counsel, she supported the tax team, working energy issues,tax credits, clouding R and D, pension concerns certain corporate tax matters, and other tax expenditures. She worked tirelessly to strategize with professional staff and Members, putting amendments together, writing legislation, working with different committees and liaising with the Joint Tax Committee and the Department of Treasury (including the IRS) on a daily basis. She describes her time on the Senate Finance Committee as the greatest learning experience of her life. The close relationships she has with former colleagues, some of which she continues to work with, provide her with the background information necessary to determine the innovative strategies for which she is known.
Dawn's in-depth knowledge of the tax code helps her to identify opportunities and mitigate potential threats to current or pending legislation, and to develop legislative resolutions tailored to her clients’ concerns. Dawn is a hands-on lobbyist and her track record of success makes her a relentless advocate on behalf of her clients.
Dawn received her Master’sDegree in Legislative Affairs from the George Washington University. Dawn earned her B.A. from the University of Colorado at Boulder. She previously served as Staff Director for the Senate Environment and Public Works Subcommittee on Infrastructure; Executive Vice President of Tax at Cassidy and Associates; lobbyist and committee director for the National Conference of State Legislatures; manager of government relations for the Intelligent Transportation Society of America; and manager of intergovernmental relations for the American Trucking Associations.
Dean is alliantgroup's National Managing Director, based in alliantgroup's Washington D.C. office. Prior to joining alliantgroup, Dean was Senior Counsel and Tax Counsel to the U.S. Senate Committee on Finance. He worked closely with then-Chairman and current Ranking Member of the Finance Committee, Senator Charles Grassley (R-IA), on tax legislation. During his tenure on the Finance Committee, Dean was intimately involved with nearly every major piece of tax legislation that was signed into law – including the 2001 and 2003 tax reconciliation bills, the JOBS bill in 2004 (corporate tax reform), and the Pension Protection Act.
Dean is a frequent speaker and author on the outlook for short-term and long-term changes in tax policy, as well as ways accounting firms can help their clients lower their tax bill. He holds an LL.M. in Taxation from NYU and a J.D. from George Mason University.
Dhaval is Chief Executive Officer of alliantgroup, America's leading provider of credits and incentives to businesses of all shapes and sizes. Dhaval co-founded alliantgroup in 2002, and since inception his passion to help and serve small and medium sized businesses (and their CPA firms), has resulted in alliantgroup assisting over 10,000 businesses claim powerful credits and incentives.
Dhaval was born in Manhattan, and grew up in California and Texas where his father worked as an electrical engineer. Prior to founding alliantgroup, Dhaval was a member of a Mergers & Acquisitions/Private Equity/Strategic Buyer Services Group in San Francisco, California where he advised numerous high-tech companies. In addition, Dhaval worked with Deloitte & Touche, where he helped a number of Fortune 1000 companies claim various credits and incentives; and in the Houston District Counsel office of the Internal Revenue Service. Dhaval is a licensed attorney in Texas and received his LL.M. degree in taxation from Georgetown University Law Center.
Ben leads alliantgroup’s Tax Research Group, providing keen insight into ever-changing tax law and policies that impact businesses. He has been published in Tax Notes and Practical Tax Strategies. Ben holds a B.A. in Political Science & Economics from Rice University, and a J.D. from the University of Houston. He is licensed to practice law in the state of Texas.
